There's something in the settings in Windows 10 about downloading over metered connections. There's also one in the settings for One Drive. I'm not saying this is the cause but I'd try turning these off so that you can download over metered connections. That's the only constructive thing I can think of. I'm running Opera 39 without any problem on Windows 10 anniversary edition. Opera installed no problem.
