Used Opera for many years, most recently on Win 7 and 8 PCs. Recently did the free upgrade to Windows 10 (and so far, regretting it - way too much hassle with permissions etc), and at first Opera continued to work OK.
Problems started 2, maybe 3 days ago - clicking the Opera shortcut in the Start Menu did nothing at all; it was impossible to start Opera by ANY means using the existing installation (which was updated to whatever was current at that time).
Uninstalled Opera using the correct utility, making sure that everything that needed to go really had gone - intention being a new 'fresh' instal.

Downloaded (several times now) the current version of the Opera installer (Operasetup.exe) version 39.0.2256.43 ... double-clicking the file OR right-click / run (even as Administrator) do absolutely nothing - Task manager indicates that the executable does not even start!

I've since stripped the PC of every remnant I can find of old Opera installations (including the Registry), rebooted and tried to install again (several times, each time with a newly downloaded executable), and Opera will simply NOT install, no way no how!

Nothing in my AV software (VIPRE) is preventing me from installing (and neither is anything else that I'm aware of), and the problem persists across several accounts on the PC, with and without Admin status ... nothing in permissions or ownership indicates any problem either.

In short, NOTHING I can do will so far allow me to do a new installation of Opera onto a fairly new PC, perfectly capable of running Windows 10 (that has run Opera quite happily until a few days ago).
No hardware changes or issues, and no recent sneaky Microsoft updates either to screw things up (unless they've found a new stealth mode I know nothing about!)

This SHOULD be so easy and straight-forward ... anyone out there have any constructive help please? ... I'm not exactly dead in the water as Firefox, Chrome and Edge are all currently playing together nicely ... but I'd really like to get Opera back again ASAP!

Have you thought to put in a Bug Report directly to Opera, via the website? (it's down there in the Help / Support bit). At least in doing that you are putting something formal directly in front of them, rather than on here which is largely more good luck than anything else, if you can find another user who happens to have had the same issues AND been able to fix them in a way they can then communicate.

For the sake of argument, let's assume that there is nothing wrong per se, with either of the downloadable files in question ... in which case, logic says that it MUST be the OS that is somehow causing the problem, no?
I'll confess, I've worked with and around computers since Gods dog was a puppy; big lumpy IBM mainframes, then PC's in just about every variation and guise imaginable, and consequently my general skill levels around computers are probably way better than average ... apart from Windows 10, which is a recent upgrade and had been in use for only a few days (at first running Opera OK, then refusing to start Opera, and finally refusing to re-install Opera despite me using every trick I can think of)

SO: ... what am I missing? What is it about Windows 10 that could be causing this issue? I've disabled or uninstalled anything and everything that may be causing conflict, AV software is not an issue (and the PC is clean of nasties ... or at least, nothing is being flagged up by some very aggressive AV scanning with good quality, updated AV software, supplemented by the use of online scanning services 'just in case'.

I've tried the install using different accounts - my normal one with Admin privileges AND a new Admin account set up specifically for the purpose - no joy - and ownership / permissions seem to be OK ... can't even get it to work in compatibility mode!
There are apparently no recent MS updates that have sneaked onto the PC unknown, so uninstalling suspect updates from them is not the answer, and SFC returns a result that says all is OK.
At this stage I'm reluctant to do a re-install of the Win 10 upgraded OS, but short of kicking a System Restore into place from maybe 10 days ago, I'm stumped ... and I don't really want to do that as at best it may just sort the problem temporarily and leave it ticking away to just happen again a few days down the line.

SO: ..., does anyone know of any hidden settings that may be causing this from within Windows 10? ... stuff that is lurking about that I know nothing at all about?

An afterthought.
Do any / either of the downloadable installers from Opera utilise / depend on Flash in anyway for their successful operation?

Tried compatibility mode, and everything else I can currently think of, which is a fair bit as I've been around PC's since they were powered by steam ... even older versions of Opera refuse to start installing.
Nothing is intentionally blocking the installation, have tried disabling anything that might have been a culprit, and PC is definitely free of nasties following regular repeated scanning with updated, quality AV software.
Opera just absolutely, completely refuses to start an installation, made all the more frustrating by the fact that it used to run perfectly OK pre Windows 10, and for a short while after the upgrade. One day, no response from the Start menu, which lead me to uninstall and then attempt a re-install ... and here we are

launcher.exe? Is that not a file from within Opera AFTER installation ... or maybe I'm mistaken? The two files I currently have access to off the Opera site are the current versions of the Opera installer (Operasetup.exe) version 39.0.2256.43 (a 941KB file), and Opera_39.0.2256.48_Setup.exe (at 38,943KB).
Trying to use either of these files gives the problems outlined in the original post, i.e. I am currently completely unable to (re)install Opera onto my PC.

Not sure ... other installers and exe files all seem to work OK - problem (so far) DOES seem to be with Opera installer (including the offline version) - though I'll happily stand corrected if anyone can point to a resolution?
