Версия — 73.0.3856.31 такая же проблема. При открытии новой вкладки знак лупы и буквы набираются серыми, ввод не работает. Если уйти с вкладки и вернуться, то буквы уже чёрные и знак Гугла, можно нажимать ввод и переходить. Поиск из активных вкладок срабатывает сразу, видимо какая-то проблема именно с инициализацией механизма на новой вкладке.
