Try downloading Opera and reinstalling it again or opening Opera from default .exe "Launcher.exe", if works, create a new shortcut.
Opera install path:
C:\Program Files\Opera
C:\Program Files (x86)\Opera
If it's still broken, then you should create a clean profile.
