I too have this problem, although it happens to me quite often; often enough that I have also loaded Chrome; as a back up for when Opera cuts out on me. BTW I don't run extensions so this isn't extension related.

Opera constantly resizes itselfOpera for Windows
Hey All,
I'm new here, however, I have been having some issues with build 60.0.3255.70 constantly resizing itself every time I use the mouse or tab button to navigate tab/link/bookmark ect.... Normally, I have Opera open and set to take up the full screen (maximized) however, the way Opera has been behaving it doesn't stay maximized for long, it changes sizes anywhere from x4 my monitors size, down to just barely large enough to have the X close button. Would any of you folks know how I could go about fixing this? Opera devs have been zero help here at all. -
RE: Opera constantly resizes itselfOpera for Windows
Opera has been behaving so badly, I just went ahead and reset everything; I figure if this doesn't work, I'll just go ahead and switch browsers, I like Opera but this is horrible.
@burnout426 thanks for all of your help, it is appreciated.

@burnout426 Thank you, and sorry about not getting back with you sooner; running Opera like you suggested, I have no issues with the size constantly resizing.

RE: VPN not workingOpera for computers
@meidive Not just UAE; but here in the states as well. I know how my network and browser are configured, and they are done so correctly so @blackbird71's suggestion of it being a user blockage isn't correct, at least not for my configuration.
The VPN while a nice idea, has never really worked at all for me, downloads are always interrupted and regardless of the file type or server that I am downloading too/from these files are never found to be interruptible (meaning if the file I am uploading is 2GB in size and I have already uploaded 1.96GB when the file gets interrupted, I have to start all over and re-upload the entire thing all over again)...I am only ever successful when I fully shut the VPN off.

VPN issuesOpera for Windows
The following was already posted here in the forums "Since yesterday (9/30/17) very much VPN download attempts abort after one or two MB with "interrupted: network error" message. It doesn't matter if I use Opera stable or Opera dev build, but it matters to which VPN location / IP I'm connected to. Some VPN locations / IPs still work, others don't. So it's most likely a VPN server-sided update causing the problem which has been rolled out to some VPN servers (but not to all yet). It's the very same issue like the "VPN download from SSL secured servers abort" problem, but now it happens to non SSL connections too. ....This does not appear to be getting any better, however, in addition to this I am starting to see more and more issues arising in regards to the VPN within Opera, I am being told that my ISP has been banned, and I am not sure why this would be...not trying to download things when I go to my bank page, however, I can't seem to navigate there while I have the VPN active, because no matter what location, the ISP is banned....and my bank doesn't block ISP's, I can access most sites, while the VPN is off and experience no issues ....so this, in addition to the sheer number of banned sites that I have visited here lately tell me that this is an issued with Opera.
I do have a few odd sites however, that will not allow me access, they don't specifically state that I or my ISP has been banned, they simply do not load (I get a blank page instead of the intended website when I visit them with the VPN turned off, I have to turn it on in order to visit these sites; if I wish to download from them however, I have to shut it off, download, and turn it back on afterwards. This is a real pain in the rear-end to say the least.
Also is there a way to refresh (and change) the displayed ISP address without the need to change locations, changing the locations is okay, but the VPN ISP addresses are always the same, they never change.
I love OPERA, and wish to keep using it, but over the last 2 months there have been SO MANY, MANY VPN related issues, that I may be forced to start using another browser.

RE: VPN download: "interrupted: network error"Opera for Windows
Update ~ Version:48.0.2685.50 still has the same issues of discontinuing or not being able to download content while using VPN; and not being able to locate specific web addresses when not using VPN.

RE: VPN download: "interrupted: network error"Opera for Windows
I'm having the same issue as everyone else here so it seems. But in addition to the VPN not allowing me to download files; I don't seem to be able to visit sites unless the VPN is enabled. So I have to tick it on to navigate to where I want to go, and if I need to download or stream something, then I have to un-tick it...SO frustrating!
