Your first question seems to be about "speed dial suggestions" - you can turn them off in Easy setup or in Settings.
You can set Opera to automatically clear cookies and other "local storage" when you close the program, it's in Settings > Advanced > Privacy & security > Content settings > Cookies (or just paste opera://settings/content/cookies into the address bar).
