Some applications aren't multi-monitor aware. Chrome has had this problem in the past and I'm assuming that Opera does as well.
Windows multi-monitor support is pretty rudimentary. I use Dexpot to manage both multiple desktops and multiple monitors, it's smart enough to manage apps that themselves might not be multi-monitor/desktop aware.
