Yep, the "x" appears on hover. Perhaps @Skidaddy can confirm this as well. It would be good to know.
While the "x" on hover feature is nice, it may pose a serious problem for people with disabilities - which brings up this topic once again.
Can you share this post with Opera's DevOps Team to find out if Opera One complies with WCAG's Accessibility Standards? At a glance, it appears it does not. What are their plans to ensure compliance?

We're with ya! This is what we suggested not too long ago.
Until Opera's developers (and leadership) decide to honor the suggestion and/or offer different UIs via Settings, we're sticking with another browser.
If Opera's leadership is wondering why Opera's marketshare has remained essentially flat for the past 2-3 years and nearly at the bottom with only 3.2% of the global market share, well, this is one reason why. They don't seem to listen to their users.

Just to confirm, are you using Windows 7 or 8.1? If so, did you try downgrading Opera 95 to the previous version, then performing your blocking tasks? Also, did you flush your DNS then restart Opera after the changes?
Regardless, upgrading to Windows 10 is your best bet. I know, painful, but worth it.

In case you missed it ... you will not receive Opera updates (including security updates or patches) as long as you're using Windows 7 or 8.1. This blog confirms it.

As an addendum, if' an Opera Developer reads my thread, there are 'many' users who continue to use Win 7 because it serves their needs.
As a result, browser-related updates should continue to be offered.
Essentially, I am not going to 'upgrade' to Win 10 just so that I can continue to use a browser. In fact, 'other' browsers still work like a dream with Win 7.
Sure, I get it. Just keep in mind -- as you probably know -- that browser updates many times are tied to Window OS updates, ergo, the issue you (and others) are experiencing. The other reality is that maintaining an older version of a browser consumes additional resources and money -- which many companies don't have or don't want to spend on. Best wishes

I appreciate your comment. Not everyone is adept at upgrading hardware and/or software. I get it. Personally, I have never had an issue doing so. Either you know what you're doing or you don't. The key is researching the topic, always backing up your data, and lots of patience.

As you know, browser updates many times include security updates (for the browser, of course).
In your case, you're receiving a message indicative of a browser security update that cannot be solved because you're using Windows 7 (no longer supported by Opera nor Microsoft).
You can still try the following:

Special Note: As a temporary solution (to eliminate the warnings), you can block Opera updates via your host file, but I do not recommend it. Your browser (if it's an old or unsupported version) can still get hacked or suffer a compromise.

Read this. Most likely, you're using Windows OS 7 or 8.1. Best solution is to upgrade to Windows 10, then update Opera. Upgrading to Windows 10 is free and is still maintained by Microsoft.
If your hardware does not allow you to upgrade to Windows 10, you'll need to upgrade your hardware or switch to another browser that still supports Windows 7 and 8.1.
As of January 10, 2023, Windows no longer supports OS 7 and 8.1.

My thoughts:
Updating our hardware and software in order to mitigate potential security issues is a fact of life.
I realize that many cannot afford to update their hardware (or software, if hardware-dependent), so when we see "bells, whistles, and red lights going off" we're just gonna have to live with them until we can afford to do so.
If security is not a great concern to you then, by gosh, keep using Opera 95 (with all the warnings that come along the way) or switch to another browser that still supports Windows OS 7 and 8.1. If it is a concern, then shop online for an updated laptop or desktop. They're quite affordable these days. The only real pain is transferring all of our data from an old laptop/desktop to a new one. But hey, that's what back-ups are for ... to ease the pain.

Great! Now Windows 7, 8.1 users have two choices. Updating to Windows 10 is your best bet. Obviously, for security reasons.
