There is a setting for order in which Ctrl-Tab cycles through tabs. Go to settings and type "cycling" in the search box. The two options are "Last used order" and left-to-right along the Tab bar.

Hi @eriksmoe, tab cycling follows the most recently activated tabs by default, so if you've opened a tab in the background and never activated it, it'll be at the end of the list.

If you want to change this, go to Preferences -> Browser -> User Interface and untick "Cycle tabs in most recently used order". Then the order will be the same as in Chrome.
