It's a known issue, but appears to not be a bug and appears to be intentional by Opera.

It's a known bug. When you cancel a download in a save as/download dialog, it'll then cause the download button not to appear. If you goto the URL opera://downloads and clear your downloads list, the button will start showing up again when you download (until you trigger the bug again by canceling in a save dialog).

@sededata Oh, I see that update to newest version resolved the issue. I've updated from version 74.0.3911.218 to 75.0.3969.93.
