For saudiqbal's comment about Vivaldi, I've been testing the beta version on both Windows7 and Ubuntu and its like a rebuild of 12.17 but with improvements. Some differences but nothing serious. Has a horizontal menu bar, the Speed Dial can be removed and any search engine can be used. Bookmarks are different and only required about a minute to figure out; never used a side panel much but I do not mind this one. Personally, I believe Viva works better on Ubuntu (uses less resources and is faster) than Windows. Regardless, being an old die-hard of the Presto engine version and later version 12, and spoiled by features not available on other browsers, I have been trying nearly every browser available in hopes of finding one similar to Opera, and to date, Vivaldi has been the closest. I just have difficulty and am not pleased with Opera 35; its a fine browser but it lacks features that I become accustomed to with version 12.I'm sure Opera is not going anywhere. The Chinese will make it work, they always do.

Note about opera:cache, make sure the type of image is checked (otherwise any other program, such as IrfanView, which may have been selected to view certain or all images) or you will only see the graphic code of characters.
Additional information:
On the Windows7 platform,
for Opera 12.17 the path is C:\Users____________\AppData\Local\Opera\Opera\cache
for Opera 29 the path is C:\Users_________\AppData\Local\Opera\Opera Next x64\opcache
Was looking for a way to remove all cache items, or just problem viewed pages without re-booting the browser. Created link(s) on my desktop to the folders, then when clicked, I see all the items in the right hand window pane. Place the cursor in the pane, perform a Ctrl and the letter a to select all the items, then press the delete key.
Regardless, its pretty interesting some of the images that are stored there even though you never saw them when using the browser.

I checked the forum to see whether this issue has been addressed but did not see it as a topic.
The issue is similar to what occurs with IE 8 on some sites if "Creative Software AutoUpdate" is enabled on a machine. The message that is displayed on one site is "We detected a mobile device and are displaying a homepage optimized for you!" which is not correct since I am using a desktop Windows 7 machine connected directly to a cable modem. The message does not appear with Opera 12 or other browsers. However, Opera 12 is useless for viewing any images hosted by Photobucket that are used on the site so at this time I have a choice. Use Opera 12 and not see a lot of images, or use Opera 29 and not be able to use a layout I prefer since the site puts me in the layout for mobile devices.
I have disabled the yahoo update and removed the proxy setting that is automatically checked during installation of Opera 29 but neither resolved the issue.
Have ran malware and antivirus scans which reported my desktop and laptop clean. There was a hijacker that would change my homepage from ixquick to yahoo in Firefox on my desktop, but that was totally resolved and cleared.
I am open to suggestions and any ideas so please do not be hesitate to suggest or discuss.

Found a script-in-a-zip file thats available from http://www.howtogeek.com/howto/windows-vista/add-take-ownership-to-explorer-right-click-menu-in-vista/ that takes ownership of folders in Windows 7, 8 or Vista. There are actually two; one to install the take ownership script, and one to un-install ownership script; I tested both which worked fine.
I opened Windows Explorer and went to C:\Documents and Settings, then right clicked on the user profile I wanted to own the folders, and selected "Take Ownership" from the menu. The process was complete in minutes. Opera then opened as it always did without having to right click and "Run as administrator". Reason I performed that method was so I would have access to every folder on my hard drive and never see the access is denied error message again.
Hopefully this may help some Opera users.

Have same issue, Opera will open only as administrator. Problem is the permissions and ownership of the Opera folder needs to be changed. However, there is no easy way to change permission and ownership. The instructions from M$ and elsewhere on the net only work about 1 in 100 tries, M$ made it much more difficult than it needed to be especially since its just a nuisance feature added during Vista. Have no idea what caused all the permissions on my system to change other than the M$ update I downloaded and installed last week; till themn everything worked fine. Would like to see a script that would just make all folders accessible by everyone. The problem is easily corrected in Firefox by deleting the parent.lock LOCK file in the Mozilla profile, but its not that easy with Opera. Regardless, if you need to check the permissions and ownership of the Opera folder.

Hmmmmm. 1st thought is if you have any toolbars installed as they have a tendency to interfere with the functions of any browser, call home a lot and consume resources. When I work on a computer reported as responding slow and performing like molasses, the 1st thing I do is remove toolbars and give the browsers a good cleaning, followed by ensuring only one AVP is running. Then check to make certain the hard drive capacity has not exceeded 80%, remove crapware, run Malwarebytes, then ccleaner, and finally defrag, ONLY after the drive has been checked 1st which requires a reboot. Its been my experience that overall performance is greatly improved.
Another thought is how tight Opera is being run; Are popups being blocked, is java permitted, are all cookies turned off?
If a solution cannot be found, you can always place a link to the desired search engine on the bookmarks bar until a version is released that works.
I know I continue to be informed about the latest release but I'm sticking with 12.15 until more of the bugs are removed.

Using the above instructions work. However, just like any coding, just one error of a character or lack of the entire instructions may not add Startpage properly. Fortunately, in the event a mistake is made, Opera will still work. Therefore, just start over and try again.

FYI, although DuckDuckGocan can be used as a search engine, it is simply an extension for Google Chrome and uses its own crawler (DuckDuckBot) to compile an index of the web. It also uses data it gets from more than 100 crowd-sourced sites, Yahoo! BOSS, embed.ly, WolframAlpha, EntireWeb and Bing, making it something of a hybrid metasearch engine—hybrid, because while it uses many data sources, it also does some post-processing of results to filter out parked pages used for nothing but ads and other types of non-useful content. So rather than simple blended results you get from most metasearch engines, DuckDuckGo tries to pull together the best it can find from multiple sources.
If you go to
https://duckduckgo.com/aboutyou will see there is an add-on for Opera from
https://addons.opera.com/en/extensions/details/duckduckgo-for-opera-2/which adds a button to Opera searching since it is a tool-bar add-on and 3rd-party software. Therefore, it cannot be added to the list of search engines for selection as a default with Opera or any other recognized browser. However, it does work for searching.

Not all the steps are required. Removing Google for example is not required. However, I do not want anything to do with Google.
Of all the search engines available, Google collects and stores the most data, and that data is made available to the gov. The gov is suppose to be for the people but it is not that way anymore. The fed also operates only from $$$ collected from taxes, they do not earn, make or create any new money.
The gov originally set up departments to help the people. For example, the US Department of Transportation whose regional office in Kansas City cannot be reached by phone. However, since they are part of the gov, they can perform a query about me from the federal data base, much of which is provided by Google. Therefore, if I prevent Google from learning information about me, and I continue to use invalid information about myself when I do have to provide information, the US Department of Transportation who I cannot call, or even obtain the number from the Washington DC office, will not have accurate information about me. If the information being obtained, such as my IP address, was being used just for ads that appear following a search, I would not mind Google collecting the data. However, that is not the case.
The Google Chrome browser sends data home too. Another reason why I like Opera. Opera itself is not collecting personal information.
FYI, now that Google is out of my browser, Ghostery is working properly and the "Blocked Content..." feature in Opera is working properly too.

Found a resolution that works for making ixquick the search engine for Opera without Google being set as the default after a restart.
1. Type "opera:config" in the url window

If the above instructions are followed and there are no spelling errors (I use copy and paste or control C and control V as much as possible since I still use the hunt and peck method at 56 years of age), when Opera reboots, Ixquick will be the default search engine and Google will NOT appear in the list of search engines for the browser.
I am strong-headed and when I find something that works, and works well, I like to continue using it. Have been frustrated like many Opera users with some changes over the years but for many many reasons, it is still my browser of choice, especially since it can actually be customized unlike many browsers, and can perform many operation unavaible with other browsers.
Although I am strong-headed, I am not reluctant to admit when I make a mistake. The mistake I made was not visiting the forum before allowing the update to Opera to occur. Had I done so, a lot of frustration could have been avoided.
I appoligize to any volunteer and developer I may have upset.

The above is understandable. However, defaults are capable of and can be changed.
Startup screen, media player, image editor, html editors, font sizes on the monitor, BROWSERs, etc.
Google can be the default to comply with the contract. Just add ixquick to the list of search engines that ship with Opera. Its a simple fix.
Rebooting the browser should not return the shipped default. If Opera cannot make the addition, then thats proof Google has become too big and has become the bully of the Internet or has controlling interest of Opera.
Google copied tabbed browsing from Opera for Chrome, like most other browsers have, perhaps Google just wants everything because their writers have lost their ability to think and generate new ideas and concepts.
Opera is the ONLY browser that defaults to Google upon a restart. Thats not a good thing and reveals that Opera no longer has control over their product.
We are wasting out time making these posts. Time to find another browser.

Since re-writing the code is apparently not desired to be performed,
the simplest resolution is just to have "ixquick",
which is not only legitimate but the first and only EU-approved search engine registered with the Dutch Data Protection Authority (CBP) under number M 1346973 which supervises the fair and lawful use and security of personal data, to ensure privacy today and in the future (Google cannot make such a claim in any country)
and does not hijack search engines and/or home pages like Google and Bling during installation of some downloaded programs and applications from some large supposedly clean download sites,
(which is unethical on any level and today almost all porn sites have halted the practice)
is to add ixquick to the list of engines that ship with Opera and then release a new optional release available as a manual download for those that do not want Google set as the default search engine.
The addition of a search engine cannot take 15 minutes.
I can only speculate that Opera must be receiving "something" from Google that procrastinates the addition and hesitation of the process.
