Seems this is a common problem when an update or installation fails to complete successfully. I searched various sites and forums and found that others tried removing all traces of Opera (including associated hidden folders and registry keys) from their computers with about 50% success. Others renamed various Opera folders or installation/upgrade files with some success.
There've been so many problem with Opera compared to other browsers I've used that I'll just use Brave for now and see if I can resolve the problem later when I have more time to investigate and 'test'. My other devices w/Opera installed still show the sync'd speed dials and bookmarks from my computer install. It's just the Windows version that's a repeating problem.

Same issue, but it eventually says cannot connect. I tried the 'sign in' option but that fails... so I tried QR scan again and I get "this page isn't working - sync.opera.com is currently unable to handle this request - HTTP ERROR 500
Syncing all devices to one account should be as easy as "signing in with the same username and password - period!"
