I would hazard a guess that the problem is one of the extensions you are using.

Not very sure to be honest, different files so even if they are both installed they shouldn't interfere with each other.
Personally I would remove 18 completely but that's just me.

Where are you downloading it from?
I just tried downloading from here Download Opera and I received the correct version.
