Horizontal scrolling problem

I've got a Logitech MX Master with a stepless thumbwheel. I'm using Windows 7 and Opera 29.0.1795.47. I have Logitech SetPoint and Options installed.
Some times I'm able to scroll horizontally in Opera, some times I'll be unable to. I'm not having this problem in Internet Explorer.
Are anyone else having similar problems with horizontal scrolling? Is there a known bug?

I've tested a bit more and I've figured out that switching to another tab and scrolling horizontally there will make the scrollwheel work again.

Any site where a horizontal scrollbar can appear. That includes when you zoom in. I have opera://flags/#overlay-scrollbars enabled.
Some of multiple sites where I've managed to recreate the issue:

- opera://settings
I've got Auto Copy, Download Chrome Extension, Lastpass, QR Code Generator and TabHamster enabled.

Do you also have the beta stream on your machine?
I've noticed people report issues with this v.29, while there are mentions v.30 has overcome some glitches. -

I've tried a clean Opera 30 on the same machine (Windows 7 x64, Dell Latitude E6510) and I was able to recreate the issue. That means we can rule out the extensions. We can probably also rule out the version number.
I've also tried Opera 29 on my HP Stream 7 (Windows 8.1 x32) and the things I've tried thus far were not sufficient to recreate the issue.
My hunch is that the issue is either hardware specific, OS specific or dependent on other running processes.

I've used the mouse for a while now and I've started noticing it happening in Internet Explorer as well. Seems to be driver related.
