Sounds like you have configured your outgoing mail server settings incorrectly.

Try port 465 or 587 with TLS checked. Retype your username and password on the Servers tab in the account's properties.

It might be a good idea to tell us who your email provider is: gmail, yahoo, your company exchange server, etc.
If it's any of the public ones (gmail, etc) setup info can be found on the web. If you tell us the provider, someone here may be able to tell you how, or where to find the info.
