Add Sidebar Quick-Settings

Add easily accessible, togglable quick settings in side bar so that users don't need to open the settings page and search for something (e.g Force Dark Pages, RGX, etc) every time they want to turn it on or off.

You can fake it for now. See https://www.reddit.com/r/operabrowser/wiki/opera/custom_site_panels/ and then use opera://easy-setup or opera://settings or a specific section of settings like opera://settings/appearance.

For some of those, you'll want to make the panel wider so you can see enough of the page.
