Recovering encrypted passwords from OperaGX Appdata files

After running net user to change my password of my local account due to not being able to key in the password due to hardware, all my passwords in the OperaGX password manager no longer appear. They are in the Login Data file, but are all encrypted, thus the system appears to be unable to decrypt them. Cookies and previous sign ins also appear to have been removed.

I only possess backups of OperaGX Appdata after the net user password change (Login Data, Cookies, etc). When using net user to change the password of my local account, my device had Windows Hello and an alphanumeric Pin.
TPM status is "ready for use" (after changing Windows password back to the one before running net user).
Attempting to change the Windows password back did not reveal my OperaGX passwords either. I am not logged in or synced on OperaGX so I am unable to retrieve my passwords from the cloud.

Which of OperaGX's files would be able to decrypt the passwords to retrieve my passwords? Otherwise, what steps can I take to retrieve my old passwords which are no longer visible?

@logicalotter Your saved passwords are encrypted using your OS login credentials. Once you changed it, Opera/Chromium no longer can decrypt the information.

You can try to see if you find some third party tool to decrypt your Login Data file.
