speed dial isn't imported

The new device i logged in from dosen't import the speed dials from my old device. When i go to my opera account it shows speed dials from two seperate devices instead. Isnt the whole point of sync the ability to merge the data on both devices into one. All my history has gotten merged but not the speed dial. Help
