Can't change speed dial thumbnail

Hello. Is this still a known issue?
I want to change my thumbnails to look more like this but the button for that is greyed out and I can't find anything to reenable it if it was disabled.

If this is no longer an option then where can I find the file that holds these images so I can just add them myself?
