Opening speed dial page causes massive slowdown

this has been an issue for about 6 months.
When I open a speed dial page in a new tab my entire system slows down. It slows down video in another tab(netflix, hulu etc) the video and audio will lag terribly. If i press shift+esc and look at process manager it shows "GPU Process" hovering around 50,000-62,000. at current i have about 6 tabs open. Opening the speedial page as a new tab this number skyrockets to over 240,000+ and everything on my pc slows down.as a test i opened videos in netflix, youtube, hulu, paramount, and max and they were ALL playing no problem at all.
I can easily watch a movie on a streaming service and play WoW, or Doom dark ages all at the same time with no system lag.Yet opening a speed dial tab is lag city.
my normal settings are below:
hardware acceleration is OFF
reduce animations is checked.
I have two extensions: Auto quality for youtube and UBlock origin.
I Do Not have animated wallpaper
no browser sounds
Tabs are set to snooze when not opened.
windows task manager (as i write this) shows 18gb system memory in use
My speed dial page has two rows of speed dials.Steps attempted to diagnose:
I have tried disabling extensions, ad blocker and played with every setting that "makes sense to cause this kind of issue." I started by turning them all off then enabling one at a time to see if it went away or kept happening. happened every time no matter what was enabled or disabled. I'm very familiar with computers, I've built and maintained the last 4 systems I've used. Enabling hardware acceleration has no effect on this issue. Opening a brand new window to speedial does not reproduce this problem. Only when other tabs open then opening a new speed dial page will this happen. (the memory spike happens with 1 tab open then opening a speed dial.)all graphics drivers are up to date, windows is up to date. I did see a new build for GX today so I'm going to update, though the last several updates have had zero effect on this issue.

2tb Samsung 990 pro NVME
(multiple other of same drive for games etc. OS and browser are on that drive above and not even 1/2 full)
48gb Corsair Dominator Titanium
RTX 4060 (5070ti on its way)
1000w corsair HXi 80 plus Platinum cert PSUWhat causes this lag? Leaving the speed dial tab up the lag will persist until i open that tab into a webpage. It is clearly the speed dial page causing this problem.

correct. i currently have like 9 tabs open, one of which is a movie on paramount. I am playing cyberpunk2077 and replying to you, (4 monitors)
everything is working flawlessly. If i open a new tab BOOM molasses mode.
I'll see if i can get a OBS recording and up load it to show the crazy spike.GPU process in gx task manager shows 55,224.
if i open a speed dial page it jumps to over 200,000 and will stay that way until I open a site in that tab. Even typing is slowed down inside the new speed dial window. -

sorry for the delay this post que thing is killing me. its only letting me post every 600 seconds or upon approval.yes, 4 rows, wallpaper and nothing else.

I hid the speed dial and turned off wall paper.watching a movie on prime and have 3 other tabs open(normal pages no media)
I open a new tab and the gpu process goes from 205,280 to 412,655
the lag issue persists even without speed dials and wallpaper. -

looking over the process list i see a few odd things.
GXLights is disabled, yet the process is using 10,144kb
I have 11 instances of Renderer running, using a crapload.overall my browser (without a speed dial tab open is using 405,932kb of memory. and 28% cpu (according to the opera process list)
Windows process list shows opera using 1,385mb and 6% cpu it also shows 24 separate instances listed in the process list.
simple conversion of KB to MB tells me one of the two isn't reporting properly.I should note, Windows Efficiency mod is OFF for GX
