Inactive tabs are highlighted when I hover over them

Whenever i hover over a tab that i am not actively viewing, it highlights it like when i can move a group of tabs to a workspace. its just a visible thing but i really dont like it.

Whenever i hover over a tab that im not actively looking at, they highlight as if im still hovering over them even when im not. if i go into another workspace or close and reopen it just starts the whole thing over again. https://imgur.com/a/2zhxWHI

@leocg i really hope its a bug or the add a toggle to it in the future. i don't think it even adds anything like if i want to move the tabs, it just looks confusing.
