You can goto the URL opera://bookmarks and use the drop-down at the bottom left to export your bookmarks as an HTML file. Then, you can open the HTML file in a text editor and remove the sections for the other folders besides the "Bookmarks Bar" folder. You'll have to do the editing correctly though.

Or, you can make a test standalone installation of Opera and replace its "Bookmarks" and "BookmarksExtras" files in its profile folder with copies from the profile folder of your regular installation of Opera. Goto the URL opera://about in each, take note of the "profile" path and close each Opera.

Then, you can start the test Opera, goto the URL opera://bookmarks, delete all the bookmarks you don't want exported, empty the bookmarks trash and then export the bookmarks to an HTML file.

You can then delete the test Opera when you're done.

In a new Opera, to import a bookmarks HTML file, goto the URL opera://settings/importData, select "Bookmarks HTML file" in the drop-down and point it to the bookmarks.html file.

Then, goto the URL opera://bookmarks, go into the imported folder in the bookmarks bar folder and move those imported bookmarks to where you want. Then, you can delete anything that got imported that you don't want and empty the bookmarks trash.

With the above said, it'd just be easier to export and import all your bookmarks and then delete any bookmarks you don't want (outside of the bookmarks bar folder) and empty the bookmarks trash. Or, delete the ones you don't want first before exporting.
