Editing the Toolbar: Can't edit the 2 icons on the right

When editing the toolbar I find I' unable to edit the 2 icons on the right.
Seems I'm able to replace the 3 on the left. But when I drop the icon over the the 2 on the right it doesn't work.

Any Ideas?
