Dragging out a tab from a full screen window makes a new window that isn't full screen

When I click and drag a tab out to a new window, the new window matches the size of the existing window. However when the existing window is full screen, the new window is almost full screen but not quite. It doesn't make me close the window behind but it stops me from controlling the window and tabs from the top of the screen.
Is there a way to default the new window as full screen? From a full screen wondiw Ctrl+N, Ctrl+Shift+N, and right click+open in new window all create a new full screen window but dragging a tab out doesn't.
I'm on Opera Core 115.0.5322.124. On windows 11 pro 23H2. There are no update available for opera or windows.

@CSBlueBeard How can you drag a tab when in fullscreen? Or are you talking about maximised window?
