Update from 112.0.5197.39 to 112.0.5197.53 killed ability of saving all open tabs with SingleFile extension
It does nothing now on attempt of using this option in menu. Just saying. With 112.0.5197.39 it still works fine.

In Opera 112.0.5197.59 64-bit on Windows 11 23H2 at least, I went to https://example.com/, right-clicked on the page, chose "save as", selected "Web Page, Single File (*.mhtml)" in the "Save as type" drop-down and clicked "save". It saved the web page as an mhtml file no problem (even checked the source of the page).

Are you talking about some extension at chromewebstore.google.com or addons.opera.com instead? As in, https://chromewebstore.google.com/detail/singlefile/mpiodijhokgodhhofbcjdecpffjipkle? I'll try it out.

Right-clicking the SingleFile extension's icon, going to "Save tabs" and choosing "save all tabs" only saves the currently-focused tab. Is that what you're saying?
If so, that was happening to me, but now it's saving all tabs. Not sure how it fixed itself.
