UTF-8 text file doesn't display correct characters

When I load a text file into Opera 95.0.4635.90 under Windows 7 Ultimate, it doesn't display the UTF-8 Characters properly. This same file works fine in Firefox. Please help.

A local txt file or a txt file on some site?
Example characters that are not displaying correctly?
Note though that if it's a bug in Opera, it won't be fixed in any builds compatible with Win7 since Win7 isn't supported anymore. But, maybe there's a workaround.

Yes, a local text file, saved as UTF-8. Examples of the extended characters it contains are:️️
When opening the file in Opera, I just see the black-and-white versions.
Interestingly, when I actually post this, they appear colored!

@chesspirate I copied those to a text file and saved as UTF-8 (no BOM) with Notepad++. Loading the text file in Opera (both current and 95.0.4635.90), Chrome and Firefox, they all display a yellow sun and a black heart. This is on Windows 11 in my case. Can't test 7.
