Tabs in collapsed tab islands still clickable

After collapsing a tab island, you can click the place where the tabs would be and switch to them.
Not only is this annoying, as you would expect that area to act as empty, but is also (in my experience) very inconsistent. Sometimes it stops behaving like this and the spacing is weird when you have multiple tab islands.
I have this behaviour in my two Windows machines. Aditionally, I tested this in fresh Windows installation inside a VM (linked video).
Steps to reproduce:
- Collapse tab island
- Click right of the island color line

@tranzilla213 I am experiencing exactly the same thing and it's driving me nuts. but it seems that disabling tab scrolling in settings gets rid of this, since it was pushing all the tabs a bit to the right (I don't know why) and probably this is why the misclicks happened. hope this helps
