I have windows 10 and i'm having the same problem.
Tabs can't be dragged using the touchscreen and can't be closed unless the cursor (using touchpad/mouse) is already over the tab, so the X appears.

After collapsing a tab island, you can click the place where the tabs would be and switch to them.
Not only is this annoying, as you would expect that area to act as empty, but is also (in my experience) very inconsistent. Sometimes it stops behaving like this and the spacing is weird when you have multiple tab islands.
I have this behaviour in my two Windows machines. Aditionally, I tested this in fresh Windows installation inside a VM (linked video).
Steps to reproduce:
- Collapse tab island
- Click right of the island color line
