PDF Blocked

I am getting the following message and unable to open/print a pdf file on a safe site: "This content is blocked. Contact the site owner to fix the issue. ERR_BLOCKED_BY_CSP."
No problem opening it in any other browser. I have set all permissions for the site to "allow" including redirects. No change. App and browser control turned off in defender. Any suggestions?

Does it happen with all extensions disabled and Opera's adblocking and tracking protection off?

Does it happen in a private window?

Did you try enabling "Insecure content" in the site's settings too?

The the page with the pdf link in question public where it also doesn't require any type of login? If so, what's the link to the page?

@burnout426 Unfortunately the pdf link requires login to recreate i.e. its not public. I'll see if I can find a public example.
