Number of Open Tabs Count Wrong

I have two devices listed under synchronization. The Bookmarks and Speed dial counts are correct. However under Open Tabs, one device is listed 3 times and the other only once. The total count aggregates the displayed counts for the three instances of the same device and adds it to the remaining device which skews the numbers. I have tried signing out, reinstalling the Android app, resting the passphrase, and reinstalling the Windows Desktop. Nothing seems to work. What is the proper procedure to correct this problem?
