How do I Disable the Sound Icon / Mute Tab Function?

As it current is now, and I might be blind and missed the option to disable it, the tabs are constantly wiggling around like a centipede at the top of the browser which is EXTREMELY annoying. I cant even navigate the tabs because of how much its moving around nonstop.

I planned on using Opera to limit how much cpu and ram my PC would be using to lurk on a bunch of Twitch streams tabs instead of on Chrome because it would be in the upwards of 80% of my RAM while Im trying to game at the same time but this is ridiculous.
