Two authenticator factor cannot be desactivated

Hello, I factory reseted my phone for some reasons that are not relevant. So, I basically don't have any form of recovering the last authenticator app. But, I have the recovery codes and my idea was to disable the two factor authentication with the recovery codes and then enable it again with the new auth app.

This worked at the beginning, but when I try to re enable it, opera does not do anything. Also when I try to sign in, it appears that the two authenticator factor is still enabled and the recovery codes dont work anymore.

I have access to my email, recovery codes and password.
