Move Opera Data (Bookmarks, Themes and Others) from Windows User to Another User

Good friends. I would like to know if you can help me with the following: How can I copy all the data existing in a Windows user in the Opera browser to another Windows User (It is the same Windows 11 PC), but that main user cannot be accessed (I can only see the data in Folders from another Administrator User).
I have a lot of data, passwords, bookmarks and others in the Opera of that User that is blocked and is not synchronized, how can I copy all that data to the User that I do have access to at this moment. Thanks in advance...

@leocg Sorry, as I indicated in the initial post, the account is blocked. Where would I place the segment opera://about???. It is important for me to solve this problem and be able to back up that data. In summary, I need to go from that user blocked by files (windows 11 user paths) to the user that I have active.

@leocg Thank you. I managed to recover bookmarks, topics and others from that user by entering the configuration panel and about... The only thing missing is to recover the passwords. In what path are the passwords located??? Thanks in advance

@tigerwolf2023 Since passwords are encrypted, they can't be used by another user.
