In Opera 104.0.4944.23 64-bit on Windows 11 Version 22H2 (Build 22621.2428), the smallest I can go is 676px x 318px (based on window.outerWidth and window.outerHeight in console in the dev tools).
In Chrome, the smallest I can go for the width is 516px. For the height, I can go really small down to just the tab bar and address bar.
In Opera GX, it's 516px x 318px.
In Opera 102, it's 516px for the width.
So yeah, it looks like it has changed.

It seems this change was done on purpose starting in Opera 103.0.4906.0 to fix:
DNA-110725 [Address bar] Adress bar buttons and extensions cut when window width is too low
that's listed in https://blogs.opera.com/desktop/changelog-for-103/.
