The same problem. On all sites where there are videos, eg Facebook, portals, streaming TV, there are video lags, the sound is fine. It's like skipping a CD or vinyl and returning to the same place several times. About 5 times in 2 seconds, then the video is OK for a minute and then again. It wouldn't be a problem to film it with a phone or OBS, it's really annoying and reliably captureable. Problem on absolutely every site I tried except YouTube. I used a translator to translate, my English is not very good, sorry.

I have the same problem too on Opera One(version: 103.0.4928.34) after the update.
The videos in messenger app are laggy. On the websites too.

Find the line where it says Out-of-process SW H.264 decoding - set to disable, videos should be playing fine

@khanhtuyen I made the adjustment you recommended. The problem still exists. Video stuttering, almost like one frame at a time. Audio is ok.

I have the same problem, only with opera navigator videos get lag.

@kachna666 Yes this is what is happening on Opera, not on other browsers. But doesn't seem as bad on some sites since I made the adjustment. Thank you for all your help.

@leocg The video used to shake and close when hardware acceleration was turned on, but now it only works when it's enabled. Is there a way to roll back to a previous version and install it over the current one?

These methods didn´t work for me.
My solution was to download and install version 102.0.4880.78 from here
And let Opera do an update to the last version.
To be honest, I tried it with version 103.0.4928.26 first. But it didn´t help.
Here is the folder with older versions.
