My solution was to download and install version 102.0.4880.78 from here
And let Opera do an update to the last version.
To be honest, I tried it with version 103.0.4928.26 first. But it didn´t help.
Here is the folder with older versions.

On all sites where there are videos, eg Facebook, portals, streaming TV, there are video lags, the sound is fine. It's like skipping a CD or vinyl and returning to the same place several times. About 5 times in 2 seconds, then the video is OK for a minute and then again. It wouldn't be a problem to film it with a phone or OBS, it's really annoying and reliably captureable. Problem on absolutely every site I tried except YouTube. I used a translator to translate, my English is not very good, sorry.
