[Duplicated]Can't access user profile Insufficient permissions

What is this even? I've got this on a laptop, I've got this on my main pc (an issue i never had before until i did a clean reinstall of windows on both).
I even had microsoft help me for over 2 hours trying to fix this issue but it doesn't seem like it's something they can fix at this point because they're scouring the Opera forums aswell.

I can start opera just fine upon installation and restart it just fine but once I activate any which one of the sync buttons, it crashes on startup and gives me an error regarding the user profile and insufficient permissions. The installation folder for the profile is not on read-only, that's fine. I just did a 100% clean install of windows so I doubt that's even the issue anymore and above all, the issue persists.

Anyone here that had the same problem? I'd really like to get my bookmarks back
