Flash PPAPI persistent download link?

Anyone know if this link is reliable/persistent for a download of the Adobe Flash PPAPI installer?

Is Adobe releasing a stable version of their PPAPI plugin or it still in beta (v16 just now).
I'm assuming that any older flash plugins should be deleted if running the betas.

That does not happen. I have both in my computer and everything is working
