Issue getting custom animated wallpaper to animate

I've followed the steps on this forum, and managed to get my wallpaper onto Opera, only problem is it is not animating no matter what I do. The animated file is a .webm, the first frame image is a .jpg, it's in a folder with the persona.ini file, but the image just stays still.
