How to disable Popover API?

Hello everyone,!
I am an engineer in Romania and I need assistance with downloading a cadastral plan. I am encountering an issue with an extension pop-up, and this specific extension doesn't appear for me in Opera browser. Following the instructions on the website's tutorial, they mention that I should disable the popover API, just like in Chrome. However, I am unable to find an option to disable the popover API in Opera flags.

What I'm trying to achieve is enabling a tab, preferably a minimized popover, which would allow me to download the cadastral plan. I have referred to the tutorial for Chrome, which can be found here: Tutorial Link.
