You don't. Opera Link is for Opera Presto (Opera up to 12.xx).

However you can access your data by going to https://link.opera.com/

Link is not coming back, Opera has now a new sync system which is under development. For now it syncs bookmarks and opened tabs (starting in Opera 28); new itens will be added within time.
