Allow repositioning of folders

I find the folder feature to be very useful. However the default position for them seems to be at the top of the screen. I would much prefer them to be at the bottom of the screen and I realize other users might like to arrange them on the side. If there is already a way to do this it would be nice if it were easier to find as I've had no luck with it thus far.
