      Every time I start Opera, it displays this prompt below my search bar. I tried going to the extensions page, but even after I disabled every extension it still appeared on startup.

          same issue here. It was the "Aria" extension.
          You need to start the Opera with the parameter "--show-component-extension-options".
          After that, you will see more extensions from Opera and be able to update the outdated extension.

            @france95pt This is happening in opera developer too, and I don't get that info in properties.

              Close Opera, hit Windows key + r to open the run dialog, type:

              "%LocalAppData%\Programs\Opera developer\launcher.exe" --show-component-extension-options
              

              and press enter.

              When Opera starts, goto the URL opera://extensions, turn on developer mode, click the "update" button at the top, wait for the updating to finish, scroll through the list of extensions and see if any (like "Aria" if there) are asking you to give permission for something.
