Opera opens and closes and crashing

Hi, on an HP laptop with latest windows build. I just downloaded the latest Opera update with AI etc. After running the installer, the app starts and builds the browser then it closes the browser and reopens the browser over and over again until the app crashes and a dialog box appears and says "you do not have sufficient privileges to run this try contacting the system administrator".

I am locked out of my Opera, I can't even get it to open long enough to work on the settings panel. I tried to delete and reinstall the app several times but it just does the same thing. I've run out of ideas.
