Opera will not Launch after system restore

I felt like I had downloaded a bug and performed a system restore dated to a point about 1 week prior.
Post restore, my Opera Browser will not launch, nor will it uninstall. I am a bit confused on how I should proceed.

First thing to do would be to check your system files.
You can also see if a test standalone installation at least runs.
You can also temporarily create a new user account (local one, not tied to a Microsoft account), log into it and test to see if you can uninstall, reinstall and run Opera with that account.
For your regular installation of Opera, you can see if starting with a new profile allows Opera to launch.
