Tab Islands in Opera 98 Beta / Opera Dev Version?

Based on the information provided in the change logs, am I correct to assume that Tab Islands are now a prominent feature, in addition to workspaces? If so, that would be an amazing addition to have workspaces combined with tab stacking. I have reviewed the changelog entries, however, I am unable to locate these settings in the opera://settings/ panel.

Tab Islands is active in Opera One (Opera Developer). It's an interesting feature, although I would like more customisation.
