Issue with exporting and importing password file

I recently exported my password file from the Opera GX browser to a USB drive, as I was planning to reset my PC. I performed a reset of my PC while choosing the option to "Keep my files" during the process. After resetting my PC, I attempted to import the password file back into Opera GX, but I couldn't find the file in the location where I had saved it. I checked the location and found other files there, but the Opera password .csv file was missing.

I then used EaseUS file recovery software to recover the file from my USB drive and I was right about the location where it was missing so its probably deleted somehow, but the recovered file appears to contain a bunch of unicodes instead of my saved passwords. The password file was a .csv file.

I am currently using Windows 11 and would greatly appreciate any assistance in resolving this issue and recovering my saved passwords. Is there any way to recover the original password file, or an advise on how to import the recovered file into Opera GX?
