Can't rename PDF files to a longer name

Dear Support Team,
Greetings,
I would like to report one problem I witnessed with Adobe Acrobat PDF Reader. The screenshots are in the attachment.
When I try to rename the file prior to the downloading process it does not allow me to name the file longer.
After that, I just download the file as the system suggests and then change the name of the file, open it, highlight the text and close it. After I try to reopen it works. But when I copy&paste the file to another folder the error occurs.
Also, another issue. If I saved the file with a short name in some folder and highlight the text and then try to name the file with a longer one, it does not allow me.
Then I tried the same issue in Chrome and it was fixed. I think I have some problems with Opera. Can you, please, help me?

There are four probable reasons why your PDF cannot be renamed – 1) The file is still open with an application 2) the file is deleted or changed in another window 3) the file is being named too long or with characters that are not allowed 4) the file was made with a faulty application

It seems like you are indeed running into a file length issue in Opera where Opera's length limit is different from Chrome's. But, with the pdf, I had no problem downloading it with its long filename, even if I added more to it. Loading the pdf locally in Opera and using the download button in the pdf reader seems to work fine too (on Win11).
Do you have a URL to a public PDF that reproduces this issue?

and set the default behavior to "Download PDFs". -

I tried it again, but it did not work. Again the same error. Can it be system problem? -

What version of Windows are you using?

@ziya2510 Okay. There could be a different length limit in Opera between Windows 10 and 11, but I doubt it. Unless somehow your anti-virus is interfering with Opera, I'm guessing it's nothing on your system.

Right-click on "Download (PDF)" and choose "save linked content as".

In the Save as Dialog, the suggested filename is:
Territorial Conflicts in World Society_ Modern Systems Theory, International Relations and Conflict Studies (New International Relations) ( PDFDrive ).pdf

I change the filename to:
Territorial Conflicts in World Society_ Modern Systems Theory, International Relations and Conflict Studies (New International Relations) ( PDFDrive ) add some more text.pdf
and save.
Result: Opera saves with my the even-longer filename I gave it no problem.
Now, if I instead save it as just:
Territorial Conflicts in World Society_ Modern Systems Theory, International Relations and Conflict Studies (New International Relations) ( PDFDrive ).pdf
and then open the pdf locally (with ctrl + o in Opera), click the download button for the pdf on the page and change the filename to:
Territorial Conflicts in World Society_ Modern Systems Theory, International Relations and Conflict Studies (New International Relations) ( PDFDrive ) add some more text.pdf
, it saves just fine too.
Even if I change the filename to:
Territorial Conflicts in World Society. Modern Systems Theory
like in your video, that saves fine in Opera too.
When you said you tried again, did you mean with the link to the PDF I provided? If not, see if you can reproduce the issue with that one. If not, maybe it's something to do with how the school site serves the PDF, which might explain why I can't reproduce.
