How to close a message window - can't move the content?

I have an LG K4 Dual M160E,
Android 6.0.1, kernel 3.10.49,
Opera Mini 64.0.2254.62635
The version of opera doesn't matter, as the same thing has been happening for years in different versions.

How to close a window whose content cannot be moved to where the close button is?

I go to m.meteo.pl
I select a location, e.g. Bydgoszcz, Poznań, etc.
From time to time, rarely but nevertheless, a message appears in the window.

The content can only be moved up a little.
It is not possible to scroll so as to reach the close button.

This is a nuisance, because when I need information very and quickly, I cannot get it.

I have reported this problem many times on bugs.opera.com, but nobody does anything about it.

On another phone, in the same version of Opera Mini, a button to approve and close "ZGADZAM SIĘ" appears.

Occasionally, on my LG smartphone, a truncated page appears in the foreground - with no buttons to close it, and you can see the actual page underneath.

When I position the screen horizontally (90 degree rotation), the buttons to close appear.
However, you can see that there is no page content, but sort of just a page of buttons.

However, the problem is still there, because when I clicks on ZGADZAM SIĘ (I AGREE), it appears the status of the button changes to perform some action:
