Can't scroll on sites

Whenever i enter a site i cant scroll down, i get a pop-up to accept some things but that pop-up disappears. Can't find anything on the internet. These sites work in other browsers. Any fixes?

@christian999999 I would start by disabling all extensions. If the problem persists, I would check for malware.
